Chinchillas can take a while to settle in - you have to take things slowly and allow him time to get used to you. Please read my section, 'Making Friends with your Chinchilla on the following page: http://www.cheekychinchillas.com/generalcare.html They need time to trust you....it can take weeks, even months.
Have you checked that he hasn't hurt himself in anyway, sometimes this can make them warey of being touched. Is he well? Is he eating and drinking ok?
Take things slowly - just let him smell your hand, don't try to pick him up yet. If he tries to bite you, blow gently into his face - they do not lke this. Just be very gentle with him and talk quietly to him. Do you know anythng about his background ... was he treated well?
